HTEA operates a two-tier judging system. A permanent National Board sets the standard and oversees every edition. Each host state then assembles its own Edition Judging Panel to score local nominees. This keeps the brand consistent nationally while ensuring judges understand the local market.

Custodians of the HTEA standard. The National Board approves the 18 categories, oversees the integrity of every edition, signs off on each local panel, and handles disputes and appeals.
